    A moving baseline for evaluation of advanced coal extraction systems

    Results from the initial effort to establish baseline economic performance comparators for a program whose intent is to define, develop, and demonstrate advanced systems suitable for coal resource extraction beyond the year 2000 are reported. Systems used were selected from contemporary coal mining technology and from conservation conjectures of year 2000 technology. The analysis was also based on a seam thickness of 6 ft. Therefore, the results are specific to the study systems and the selected seam extended to other seam thicknesses

    The New Intergovernmentalism: European Integration in the Post-Maastricht Era

    The post-Maastricht period is marked by an integration paradox. While the basic constitutional features of the European Union have remained stable, EU activity has expanded to an unprecedented degree. This form of integration without supranationalism is no exception or temporary deviation from traditional forms of European integration. Rather, it is a distinct phase of European integration, what is called ‘the new intergovernmentalism’ in this article. This approach to post-Maastricht integration challenges theories that associate integration with transfers of competences from national capitals to supranational institutions and those that reduce integration to traditional socioeconomic or security-driven interests. This article explains the integration paradox in terms of transformations in Europe's political economy, changes in preference formation and the decline of the ‘permissive consensus’. It presents a set of six hypotheses that develop further the main claims of the new intergovernmentalism and that can be used as a basis for future research.This is the author accepted manuscript.     Kuiper Belt Object Occultations: Expected Rates, False Positives, and Survey Design

    A novel method of generating artificial scintillation noise is developed and used to evaluate occultation rates and false positive rates for surveys probing the Kuiper Belt with the method of serendipitous stellar occultations. A thorough examination of survey design shows that: (1) diffraction-dominated occultations are critically (Nyquist) sampled at a rate of 2 Fsu^{-1}, corresponding to 40 s^{-1} for objects at 40 AU, (2) occultation detection rates are maximized when targets are observed at solar opposition, (3) Main Belt Asteroids will produce occultations lightcurves identical to those of Kuiper Belt Objects if target stars are observed at solar elongations of: 116 deg < epsilon < 125 deg, or 131 deg < epsilon < 141 deg, and (4) genuine KBO occultations are likely to be so rare that a detection threshold of >7-8 sigma should be adopted to ensure that viable candidate events can be disentangled from false positives.Comment: Accepted AJ, 12 pages, 12 figure

    Strategies to Use Nanoparticles to Generate CD4 and CD8 Regulatory T Cells for the Treatment of SLE and Other Autoimmune Diseases

    Autoimmune diseases are disorders of immune regulation where the mechanisms responsible for self-tolerance break down and pathologic T cells overcome the protective effects of T regulatory cells (Tregs) that normally control them. The result can be the initiation of chronic inflammatory diseases. Systemic lupus erythematosus (SLE) and other autoimmune diseases are generally treated with pharmacologic or biological agents that have broad suppressive effects. These agents can halt disease progression, yet rarely cure while carrying serious adverse side effects. Recently, nanoparticles have been engineered to correct homeostatic regulatory defects and regenerate therapeutic antigen-specific Tregs. Some approaches have used nanoparticles targeted to antigen presenting cells to switch their support from pathogenic T cells to protective Tregs. Others have used nanoparticles targeted directly to T cells for the induction and expansion of CD4+ and CD8+ Tregs. Some of these T cell targeted nanoparticles have been formulated to act as tolerogenic artificial antigen presenting cells. This article discusses the properties of these various nanoparticle formulations and the strategies to use them in the treatment of autoimmune diseases. The restoration and maintenance of Treg predominance over effector cells should promote long-term autoimmune disease remission and ultimately prevent them in susceptible individuals

    Measuring changes in subjective well-being from engagement in the arts, culture and sport

    This paper considers change in subjective well-being from engagement in leisure activities, encompassing the arts, culture and sport. Using UK data from waves 2 (2010–2011) and 5 (2013–2014) of Understanding Society, ordered logit, generalized ordered logit, ANCOVA and change score analysis assesses the effects of changing levels of engagement in leisure activities on four measures of subjective well-being, satisfaction with life overall, amount of leisure time, health and job. We find positive changes in (1) life satisfaction from increased engagement in arts events, historical sites and museums, (2) leisure satisfaction from arts activities and events, (3) health satisfaction from arts events and historical sites and (4) well-being measures from increased participation in moderate- and mild-intensity sport. Benefits do not translate to job satisfaction, suggesting a separation of this domain of well-being from leisure. Our analysis suggests important, but differentiated, positive change in well-being from greater engagement in the arts, culture and sport

    Time-use and well-being impacts of travel-to-work and travel-for-work

    This article contributes to understanding of the complex patterns of travel-to-work and travel-for-work which increasingly characterize highly skilled employment, using 2015 data from a UK Midlands study comprising an online survey and follow-up interviews. Travel-to-work essentially lengthens the working day, and is difficult to use productively, especially when commuting by car. Travel-for-work, by contrast, results in intense schedules especially when requiring overnight stays. Ownership of travel-for-work is ambiguous: it is employer driven, and travel time is often spent productively using mobile technologies, but is rarely rewarded with TOIL. While general dissatisfaction is reported with the commute, negative effects of travel-for-work (family, health, reduced leisure time) are mediated by positive impacts including experience of new working cultures, and infrequency of travel. Four factors appear central to the differing well-being impacts: (1) frequency of travel;(2) ability to plan travel; 3) productive use of travel time, and; 4) reciprocal benefits of travel

    Valuing subjective well-being benefits from leisure activities: informing post-Covid public funding of arts, culture and sport

    The Covid-19 pandemic has significantly impacted the leisure sector as lockdowns and social distancing resulted in a temporary shutdown. Using large-scale UK social survey data from two waves of Understanding Society, we employ the life satisfaction valuation method to provide estimates of monetary values of the subjective well-being benefits of leisure activities. We find that well-being benefits to life satisfaction from arts events, visiting museums and moderate sports have a significant monetary value. The value of some leisure activities to domains of satisfaction is higher compared with life satisfaction. The value to leisure satisfaction is particularly high, especially arts activities. Well-being benefits of moderate and mild sport are particularly high for health satisfaction. Meanwhile, activities which involve social interaction, including arts events and moderate sport have greater relevance to job satisfaction. These findings evidence the value of leisure activities, informing arguments for public funding to support and aid recovery in the sector

    The Joint European Compound Library:boosting precompetitive research

    The Joint European Compound Library (JECL) is a new high-throughput screening collection aimed at driving precompetitive drug discovery and target validation. The JECL has been established with a core of over 321000 compounds from the proprietary collections of seven pharmaceutical companies and will expand to around 500000 compounds. Here, we analyse the physicochemical profile and chemical diversity of the core collection, showing that the collection is diverse and has a broad spectrum of predicted biological activity. We also describe a model for sharing compound information from multiple proprietary collections, enabling diversity and quality analysis without disclosing structures.
